Silent Tempest was formed in May 2006 to combat crime and to protect the people. Since then members have come and gone but the main drive remains. Their base is buried deep beneath Skyway City and is accessible only to members or those granted a special access. As a group Tempest tends to work alone even if individuals from other groups can be invited to help with specific tasks. All of the founding members have now died or moved on.

As a group Silent Tempest fends for itself. The only lasting ties to other groups are to Ghost Tiger Investigations and The Freehold.

Ghost Tiger Investigations is a private eye agency headed by Pyranha and they have run background checks about people who have wanted to join the Tempest. Other connections are scarce with only Coile and Pyranha meeting up roughly once a month. With Coile dead any further contact is in doubt.

Freehold is a sanctuary dimension that belongs to Aria, a faery ally of the Tempest. While the pact was forged only by the leaders of the groups it effectively means mutual co-operation whenever necessary and help is given whenever asked.

During the summer 2006 there existed a coalition between Silent tempest and the Fletched Alliance but nothing much ever came from it and when trouble about Nicti cropped up the ties were cut by Tempest.

This is an approved charter for the team and each new recruit has to accept the principles in it.

Silent Tempest members are protectors, not soldiers. We rescue and preserve lives, we don't go out of our way to take them. We can assist militaristic organizations if we feel it's the right thing to do but even then even direct orders to kill enemy soldiers must be declined.

We respect life, human, demon or alien. We apprehend, detain, arrest and knock out but we do not kill. In extreme situations where there has to be a choice made between losing lives due to inaction and acting even if it risks lethal force everyone must rely only on their own judgment. And live with the consequences afterwards.

As part of respecting human rights causing physical or mental pain willfully is not accepted. If we cannot get information from an arrested person we turn him over to the legal system and let them take it from there.

Even if it sounds presumptuous we are not ordinary. We are heroes and we have to act like it. We put our lives at stake willingly and without expectations of rewards. We do this job because we feel we must. 'Hero' is not the license and it's not a title bestowed on us by others. Being a hero is an inner calling.

There is the chance for a redemption in everyone, however small. Killing someone is taking away that chance. We should encourage redemption where possible and even get involved as a group if someone is truly wanting to turn a new leaf. Each case is looked into separately.

Each member has to accept these guidelines and also adhere to them while conducting their private investigations. At times we need allies and we can't always know what kind of people they are. However if they come to assist us they have to obey our rules and regulations while working with us.

Tempest as a group is not a democracy. Decisions are made by the leader who listens to what members have to say. In field situations the command may be handed to a field leader whose commands are to be obeyed without a fail.

Tempest is not a family as such. Not everyone has to get along with all the rest. What is important is that the co-operation in combat situations work because in such situations we have to trust our team mates.

However it is important that the active members work together. Each member has to make an effort to keep in touch with what is going on and take active part in the operations and tasks at hand. Just attending an occasional meeting is not enough. If someone is constantly too busy to have any part in what the team is doing, their place is not in the team.

Leaves of absence can be granted because people have personal issue to tend to. However it is expected that they keep in touch. Members who are gone long enough without a steady contact may be removed from the roster altogether.

The life situations always change. Members may step down from field duty and stay in roster if they so wish and take active part in running the team. A hero license is not needed to belong to the team, but it is needed to attend to Tempest missions.

[edit] Activities

Tempest holds its meetings on Monday nights. Visitors are admitted on case by case basis. On the agenda there are whatever needs to be discussed at the time.

Since chance encounters are scarce a meeting can be set up either IC or OOC. Another and far more likelier place to meet members is Fourth Wall.

On sundays and thursdays, the Silent Tempest team is on patrol duty, using Pocket D as a meeting point, starting at 8pm and making itself as available as possible to support and help heroes of Paragon City.

[edit] Headquarters

The Tempest base is buried deep beneath Skyway City and is accessible only through a teleport system. Only people on admitted list can enter the base which is surrounded by an interdictor field preventing any and all unauthorized teleport entries.

In the base there is infirmary, meeting room, exit teleports, living quarters, computer & tactics room, storage areas, a dojo and a big hall that was constructed for the Angel Foundation ball. A recent addition is a bar/club that is inspired by member Dee Dee Diablo.

Tempest has a long history with Crey Industries. They acquired Sword of Truth who had been captured by Requiem's men during the Requiem War. She was cloned and in a few weeks the clone was rescued by Coile. Due to this Trojan Queen project there now exists two Nadias - the clone who changed her civilian name to Nadia Troy but kept the hero name Sword of Truth, and the original Nadia Forester who took a new hero name Light of Truth.

Crey kept Nucliscious captive for almost a year until she managed to escape. The exact reasons why are not yet known.

After shutting down the whole Trojan Queen project Tempest also apprehended Countess Crey who was later released on bail.

[edit] Hand of Andros

One of the most lethal enemy that Tempest has crossed paths with is Hand of Andros. The group was started by Zirgei Kraft who is a father to Coile, Tempest's leader. During an internal struggle for power a rogue clique came to target Coile for brainwashing and later on killed Nightsparrow whom Zirgei had hidden away. After a series of clashes everyone near and dear to Tempest fell under threat of death until the second Rikti invasion.

Most of the renegades have been dealt with and the whole organization has disbanded. Hand of Andros does not exist any more.

These professional and dangerous mercenaries have caused grief to Tempest on a few occasions. When Coile and Sword of Truth were trying to find out if Sword was a clone Malta Group stole the needed evidence and the truth at the time was lost.

More recently Malta operatives have been employed by Hand of Andros.

[edit] Circle of Thorns

Circle of Thorns were responsible for birth of of Dark Rose. Their portals affected Kitia which mutated her into a cat-like being. They also captured and killed Coila, and almost killed Subaiku. There is, in short, no love lost between these two groups.

Crown was a mysterious group that had their own hidden agenda and gave Tempest a run for their money. The biggest brush was when Crown agent Ripmind stole some artifacts and almost fried Coile's brain leaving him an emotional wreck for weeks. Eventually they all blinked out of existence without a trace.

[edit] Requiem and his faction

During the summer 2006 there was a multidimensional war waged against a Council madman called Requiem. Tempest took part in the fight and paid a price. They lost Sword of Truth with the world assuming her dead while she was held captive by Requiem himself. During that time she was cloned by Crey and the clone eventually released to the wild.

[edit] Saturn Corporation

One of the earliest cases Silent Tempest worked on was a man named Skorpanok escaping from an organization called Saturn Corporation. It came to an end with the escape and death of Skorpanok and Saturn Corporation was not heard from again.

• When co-leader Coila died Tempest gathered around the Blue flower to remember and mourn her.
• Silent Tempest has had a virus named after them. The virus is very lethal and could wipe out the entire humanity. The virus scare lead into Riot in the Row.
• There have been three Creative Genius awards given to members of Silent Tempest. They are Coile (July 2006, for A for Android fiction), Blackdove (November 2006, for 50 pictures in November) and Nightsparrow (December 2006, for Nightsparrow's Scrapbook).
