[edit] Deltatemps

In 1976, Matthew Conway and Paul Kelly, classmates in the MBA program at the London School of Economics (LSE) started a small Meta-human resourcing agency called Deltatemps. Neither one of them was a metahuman, or even knew any metahumans, but they recognised that there was money to be made in finding "unusual people for unusual jobs." Many industries could profit by hiring meta-humans whos powers could reduce costs, increase output or make impossible jobs possible.

Within three months Deltatemps was turning a profit. Conway and Kelly were quick to capitalise on their companies already impressive reputation success by opening Deltatemp franchises in other cities. It was around this time that Paul Kelly sold out, leaving Matthew Conway as sole owner of the Franchise.

[edit] Fall from Grace

Unfortunately the Global recession of the early 1980s, combined with Margret Thatchers policy of no state support to industry caused large-scale unemployment, especially in the industrial heartlands of northern England and the coalfields of South Wales. Industry could no longer afford luxuries like meta-human workers, and Deltatemps was hit hard. Fearing bankrupcy Matthew Conway accepted a number of contracts he knew to be legally dubious at best. This in turn lead to him being blackmailed into contracts which were clearly illegal.

Deltatemps survived the recession, but the company that survived was not the lilly white company it had been a decade before. Beneath its guise of industrial partner lurked a seedy web of illegal handouts, corruption and black contracts. Deltatemps by this point was mainly supported by contacts from the underworld. In 1996, almost 20 years to the day after it was founded Matthew Conway was arrested by interpol, and in the early hours of July 26th 1996, based on information obtained from Conways interogation eight different Deltatemps franchises were raided simultaneously by CID agents. The agents were ill-prepared for what they encounter, and human vs para-human fights were reported to be over very quickly. By the midday it was clear the raids had been a disaster. Only a handful of meta-humans had been captured and they were clearly ignorant of the fact that Deltatemps aws anything other than what it had seemed. Every single meta-human involved in Deltatemp's dubious activities had evaded capture and was now going underground.

In the weeks that followed the police public relations machine swung into action, trying to paint the operation as asuccess. Crime was down (slightly) and the the Deltatemps organisation was no more. The national news reported "Incisive nightime raids where several meta-villain simpethisers were captured". Meanwhile the real criminals masters who'd used Deltatemps hired muscle found themselves in an awkward position, unable to easily resource lackies. The fall of Deltatemps left something of a void.

Over the following weeks, a young man known only as "Dorian" contacted a number of people who had previously used Deltatemps, and contracted staff based on his own small pool of resources. He didn't say how he'd heard of them, but the assumption was that he'd somehow beaten the police to the Deltatemps records. Over the following months Dorian took on an increasing number of contracts and within a year most of the business which might formerly have gone through Deltatemps now happened with Dorian's assistance. Contact with Dorian was always through a rather exclusive London Saville Row gentlemens club. Although the clubs location was well known, it was never raided. It became a strange haven for criminals. Detectives would loose villain's trails as they entered the club, and no-one ever directly investigated the place. No-one visiting the club ever encountered anyone they hadn't arranged to meet there dispite a variety of weird metahumans who claimed to have visited the place, and no matter what hour one chose to visit Dorian was always there to greet you. Also, despite a number of deranged, near homicidal visitors, noone ever came to harm in the club, and noone recalls any fights. The club was always the epitimy of civility. Dorian claimed to be the original owner of the club, but that seemed unlikely as it was founded in 1886.

In April 2001 a French meta-villain was brought to the club by three companions working on a Bank job. The Frenchman, a mentalist called "Mouvance", stayed up late into the night drinking brady with Dorian, and discussing the possibility of a similar establishment in France. He discovered that despite Dorian's unusual background Dorian appeared to be terrified of leaving the club. "Mouvance" proposed a web of smaller clubs trading contracts and staff. Dorian was unimpressed, yet Mouvance pushed ahead with his plan, and his English companions ran the English side of the business from Dorian's club.

By Early 2004, EPIC (the European Parahuman Intervention Coalition, a Sub-Directorate of Interpol providing superpowered services and assitances to police forces in all 46 European Interpol member countries) had shut down five different EVIL offices, including the Paris office, founded by "Mouvance", and "Mouvance" was in custody, however EPIC had evidence of atleast another eight offices. EVIL was by now seen as a growing cancer. It was clear that things had started in London, yet the London office was surprisingly elusive, with EPIC turning up only dead ends.

In 2007, after in-fighting lead to the current chairman, Big Lunk, and director Echo Campbel being temporarily removed from duty, Laugh Riot took on the role of company chairman.

It wasn't long before the stress of the job got to him, and he handed in his resignation. Fearing a collapse, several agents split from the company to form Pact.

The reinstated chairman, Big Lunk, sold what was left of the company to Dion Holdings Inc, whilst publicly claiming to liquidate EVIL's assets, moved the company away from the public eye.

to public knowledge EVIL has been disbanded from 9/9/07, but in truth, it has become a secretive society of affiliated mercenaries.
