Rachel Stevens-Hunter is a professional kick-boxer who migrated to Paragon City to help out in the regeneration effort as a licensed hero. With the help of an infused Kheldian, she has trained her brain beyond all known human limits. Rachel was born in Lagos, Nigeria but raised in Cleveland, Ohio from the age of two. Her mother, Judith Ann Stevens worked as a psychiatric nurse and her father, Jesse Stevens, is an African-American hospital attendant in the same psychiatric ward in Cleveland, Ohio. Rachel's parents divorced when she was four years old and she was subsequently raised by her mother. Rachel believes that she was estranged from her father since her childhood.

Rachel attended Bedford High School, and worked in the children's department at Higbee's Department store. She subsequently joined the United States Army, following the first Rikti Invasion of 2002. After the war, she stayed on the force and was promoted to Sergeant for displaying outstanding values in the war. In the late 2003, Damsel was accidentally infused by a Kheldian Warshade giving her unique umbral abilities. However, after extensive military training and examination, it was declared that Damsel's brain activity was growing beyond normal human standards. She developed special abilities including telekinesis, healing and molecular pyrokinesis.

Rachel served the Army as a supersoldier for over three years, alongside Pious Hunter, who later became her husband. The two soldiers both possessed special genetic codings and were the template for several military supersoldier experiments in 2004. They eventually retired from the services after Rachel became pregnant and quickly tired the knot.

During the second Rikti invasion Pious and Rachel travelled to Paragon City to aid in the war effort and ended up deciding to settle down in the Eastgate neighbourhood, commonly known as the Hollows. After procuring a hero license, Rachel aims to do her part in the city's crime-fighting and urban regeneration effort. She upholds the seven army core values as motivation and makes it a lesson for every criminal she apprehends.

Rachel's chief vulnerability are her loved ones, family and fellow citizens, but it has to be noted that if knocked unconcious, Rachel can be overcome. Over the past five years Rachel has honed her skills to a fine art, but it still can take her several minutes to fine tune her focus from one ability to another, during this time, Rachel is entirely vulnerable to interruption.

Rachel is an expert gunman and is well trained in the use of explosives. She owns and handles the assault rifle XM8; fully equipped with a long range sniper-scope, burst and slug spitfire, M30 grenades, flamethrower and ground ignition. Her cloaked inventory consists of disintegrating caltrops, web grenades, highly explosive trip mines, the VX19 timed explosives, anti-gravity targeting drones, stealth armour, cryoadamantium body armour, liquid-nitrogen freeze ray pistol, LRM missiles and a collapsible spitfire automatic turret. Alternatively, she wields a lightweight blade for stabbing.

The XM8 is a lightweight assault rifle system developed by the United States Army in 2005, ironically, after the first Rikti invasion. It holds 5.56 × 45 mm NATO cartridges, fires by gas-operated action-systems and rotating bolts. It can fire up to 800 rounds per minute with a muzzle velocity of 980 m/s. Its effective range is between 200 and 800 miles (in sniper-mode) and feeds with a 30 round detachable box magazine or a 100-round C-Mag drum magazine. It has built in reflex (laser) sight with 1x magnification (4× for DMR variant).

The true beauty of this weapon is its four variants; a compact PDW (personal defense weapon) with a 9.5 inch (241 mm) barrel (Rachel's favourite when blazing in dual-Uzi style), a carbine with a 12.5 inch (318 mm) barrel, and sniper and automatic rifle variants with 20 inch (508 mm) barrels. In addition, accessories such as optical sights, a grenade launcher, M10 gasoline flamethrower and a bipod are integrated using a new system which allows for precision attachment. Rachel also equips a liquid-nitrogen freeze ray pistol to hold the enemy in place, ready for arrest.
