Chloe was born to the Union versions of Tyger and Michele Helix in another dimension, 'Eden'world.

Michele Helix was pregnant with Chloe when she was mortally wounded in another version of Paragon City. A kheldian of that world temporarily bonded with her and used its essense to heal her since she and Tyger had saved several thousand Kheldians from ahnialation at the hands of The 5th Column. Afterwards it left Michele's body for a voluntary host but Chloe had been changed. Her foetal DNA had absorbed some of the energies of the Kheldian and her biology was slightly altered.

When Chloe was born she possessed a tail and tiger-stripes across her body but what wasn't expected was that she had male and female gentailia. Despite having both she was perfctly healthy. She grew up in 'Eden'world where she was accpeted and somewhat revered for her unique gender-mix. Her kheldian inheritance allowed her to use Luminous energies and even fly naturally.

When they returned to the Union shard Chloe brought her relaxed attitude, open honesty and vibrant personality with her, often getting into trouble because of her seemingly naive nature. She openly trusts people which rubs off on others almost as if her positive energy passes to them.
