apart from the zombie thing seem a normal chap .... Bill is some what carefull around people so as not to upset them being dead as he is ..he is carefull to be polite ...Bill does not really have emotions .. but remembers them and tries to feel the right way about things ...it takes him a lot of effort to get angery ..However ..one thing will always set him off is ..arrogence , "i am superior" types .. particularlly if the bad mouth the city , earth , and the human race

is bugged by his lack of a past , and is seeking answers , he has a unquestioning sense of right and wrong that he can not explain or even reason why he has it . Bill sticks to the law , as writen by the city for PPD use .. he does this to make sure what he does is correct ..as he feels he lacks the human touch ..which is true ..however this does make him a bit anal over procedure and the letter of the law ...Bill always will check if in doubt.

Swords ... very early on Bill found a scimitar in the sewer .. most likely dropped by a Warrior gang member .. and soon found hitting villians with a long lump of metal was much better than trying to thump them .. to be honest Bill is not a good swordsman .. but his zombie nature gives him a good grip on the hilt and a lot of force in the swing ... Bill has been able to upgrade , by means of finds and aquires, and now uses a High Tech Blade which uses a energy field with a range of settings from stun to .. slice any known material... He has also nabbed a CoT Thorn Blade .. which he has learned to work its magic to use both the ...capture for scarifice .. stun mode .. and the Kill with lots of nastyness ..leathal mode Working as a city Hero Bill has ended up fighting a lot of Rikti , and has manage to get hold of a working Rikti sword ..

Regeneration...
Bill's zombie nature has given him the power to restore any damage he suffers , he grows back any bits chopped off ...he still feels pain but at a lot lower level to a human and so can funtion even when badly damaged . Zombie flesh is more resistant to damage compared to human , and as it does not bleed any wound is less damaging .

Bill's zombie nature make him able to operate his body beyond normal human limits .. he can run fast , and is very ..err healthy ..he can also force his flesh to higher speeds with out harming himself
Bill has zombie grip .. he can lock his hold on things .. he can use this to grab and fling a person to the ground .. even if they are flying
Bill's mind has become hardened against mental attacks after fighting masses of Rikti
Bill has "found" a useful pistol of Crey origins .. a frezze ray gun
Bill has learned to focus his sharp zombie vision , incressing his perception and aim .

Bill can be damage just like a normal human .. so can be knocked down .. but he will given time get back up ..he has no resistance to mind probing .. but as he knows nothing of his past only currrent event will be found.

Bill has no memories of his human life , even if a mind reader does a deepest scan they will find no trace . This is odd as he has knowledge of the world .. he knows what dogs are , but no personal memory of ever interacting with any sort of dog , he know the worlds recent history , but has no memory of where he was when those things happened . Bill has chossen to avoid finding out about his past in case it is some thing he does not like , and in case is caused distress to those who used to know him .
His flesh is rubbery and his bones flex as if also made of rubber , his is squashable like a rubber ball , his body has been changed by exposure to some very strange chemicals , it self-repairs any damage much as living flesh can , but at a vastly faster rate ... as Bills body is dead he has no vital organs as such so he can ignore most wounds , however massive damage will force him down until repairs have been made.
Currently Bill has no Hero licence .. he is legally dead .. has no home .. no money and is a zombie ...so the FC has sent him to serve a probationary period with the PPD as a Patrol Support Officer .. he has a provisional Hero Police permit .. which means he counts as a community law officer .......
UPDATE having reach SL 20 , and joined the Positron Task Force , Bill has been allowed a Hero Licence.......and a cape ..He how ever continues to work with the PPD as before...
UPDATE 2 having reached SL 35 he has left the PPD and joined Vanguard , as amember of Vanguard he is treated as a full "hero" and is allowed to earn pay and pay taxes , rated at UN office levels ...
UPDATE 3 Having reach SL 40 and proving his skills with Vanguard , Bill was final granted full US citizenship , after a number of other UN countires tried to adopt him . he now has an appartment on the south side of Atlas park , over looking the park itself ..and he has started owning potted house plants . He now has a drivers licence .

due to his lack of personal memories Bill is unskilled in most things beyond the basics of every day life .. eg he can not drive a car .. he knows all the things needed to but he has never learnt to ....
